Which renovation projects usually need a permit

New tile, no permit. Move a wall, you need one.

Most US cities base their rules on the IRC. Structural work (removing walls, new window or door openings, additions), new electrical circuits, moved plumbing or gas lines and HVAC changes usually need a permit, with inspections before the walls close. Painting, wallpaper, tile, carpet, cabinets and countertops are usually exempt (IRC R105.2). Your city can be stricter, so call the building department before you start: unpermitted work can come back when you sell.
